By Radio and Television of Montenegro (RTCG) incorrectly scored the application of one of its employees in the process of allocating apartments to the public broadcaster’s staff, the Basic Court in Podgorica found in a first-instance ruling.
Acting on a lawsuit filed by the employee, who is represented by Trade Union of Media of Montenegro (TUMM) lawyer Mirko Bošković, the court annulled RTCG’s decisions rejecting her objection to the ranking list and establishing the final ranking list for resolving employees’ housing needs.
The plaintiff has worked at RTCG for more than two and a half decades and is a single mother of three children, one of whom is a minor. In her lawsuit, she stated that five points to which she was entitled as the mother of a minor child had not been included in the scoring of her application.
At the plaintiff’s request, the court imposed an interim measure prohibiting RTCG from taking any further action under the November 2024 public call for resolving employees’ housing needs. RTCG should therefore suspend the allocation of apartments until the proceedings are concluded by a final and binding decision.
If the judgment becomes final, RTCG will have to repeat the scoring of applications, prepare a new ranking list and issue a new decision on the allocation of apartments.
The keys to apartments allocated to 90 RTCG employees were handed over in November 2025, while the allocation process was accompanied by objections from some employees and trade union organisations. They pointed to possible irregularities in the scoring process and claimed that some long-serving employees had been disadvantaged, while some of those who received apartments had joined RTCG shortly before the allocation.
Questions were also raised publicly about the allocation criteria and the fact that some of the allocated apartments were soon advertised for sale.
Several other proceedings are currently pending before the Basic Court in Podgorica, brought by RTCG employees who claim they were disadvantaged in the apartment allocation process.
