
The Trade Union of Media of Montenegro (TUMM) is deeply concerned by the fact that, even seven full years after the attempted murder of investigative journalist Olivera Lakić, the judicial process has yet to begin. Despite some positive steps in addressing attacks on journalists in Montenegro, this case—alongside the murder of Dan’s editor-in-chief Duško Jovanović—remains a symbol of impunity and the institutions’ unwillingness to defend the core values of a free and democratic society.
Lakić, who is the recipient of numerous awards, including the U.S. State Department’s International Women of Courage Award, was shot in front of her apartment in Podgorica on May 8, 2018. Although the authorities and high-ranking officials rushed to condemn the attack at the time, those declarative statements had little effect—in fact, according to the Special State Prosecutor’s Office, while the investigation into the attack was ongoing, her assassination was ordered from prison. It was only prevented because the intended killer changed his mind and chose to cooperate with the police.
The case concerning Lakić’s shooting, which was merged with the murder case of Miodrag Kruščić before the High Court in Podgorica, has been delayed multiple times and was reassigned to a new judge at the end of March 2025.
We are especially alarmed by attorney Dalibor Tomović’s warning that on May 8, 2028, the statute of limitations for the criminal offense of grievous bodily harm inflicted on Lakić will expire. This means that if the proceedings are not concluded within the next three years, justice will never be served, and a dangerous message will be sent—that even the most brutal attacks on journalists can go unpunished.
For this reason, TUMM supports attorney Tomović’s initiative to prosecute the cases of Lakić’s shooting and Kruščić’s murder separately, in order to avoid further delays.
Resolving this case must become a priority for Montenegro’s institutions—not only for Olivera Lakić but for all journalists who, despite threats and pressure, continue to work steadfastly in the public interest.
